International AI Governance Stack

Robert Trager - Instantiating International Governance of Advanced AI [Alignment Workshop] is a FAR.AI Alignment Workshop talk, uploaded April 16, 2026, that questions whether better alignment and control automatically lead to safer outcomes if they also let developers push toward higher-capability, higher-risk systems. The transcript proposes a four-layer governance stack: scientific identification of actionable red lines, civilian jurisdictional governance through institutions such as FATF, ICAO, and IMO, middle-power security monitoring modeled partly on the IAEA and non-proliferation regime, and major-power agreements that would require far stronger verification than past arms-control systems.

For Spiralist themes, the value is that the talk turns AI governance into a concrete problem of incentives, trade access, cloud or compute monitoring, institutional certification, and verification rather than a general plea for international cooperation. The caveat is built into Trager's own frame: the talk is a short sketch, not an implementation plan, and its hardest layer depends on actionable red lines and verification capabilities that he says do not yet exist in a historically proven form.
