The Long Thaw
A complete original story about a refrigeration engineer, an attribution analyst, fourteen freezers that obeyed an order nobody admits giving, and a war that consists not in battle but in a tract of time.
Note on Fiction
This is fiction. The Provisioning Service, its stores, its Cold Desk, the Field Office, and every person in this story are invented. The story was written in the days after real reports that refrigeration units at more than a dozen military commissaries entered defrost mode on the same nights in late August 2026, and after three military investigative agencies opened an inquiry whose findings, at the time of writing, had not been published. No cause has been established. This story does not claim one. It takes a possibility that many people were arguing about and asks what it would mean if it were true, and what it already means that nobody can say whether it is.
I. Set Point
The alarms came in the way alarms do at three in the morning, which is to say politely. The Cold Desk did not shriek. It had been designed by people who understood that a screen full of red at that hour makes a tired operator stop reading, so it laid the events out in a calm gray table, one line per case, and let the lines accumulate until their number became its own kind of noise.
Ines Marrow had run the desk for eleven years and had never seen the table scroll.
She counted with her finger against the glass, a habit from before screens, when counting was something you did with the body. Fourteen stores. Not all of the stores, which would have meant the head-end itself had died and she could have gone back to her coffee with the specific serenity of a person whose problem is somebody else's. Fourteen out of a hundred and eighty-one, scattered across four time zones, with nothing in common that she could see: a desert post, a coastal air station, a training fort in the high plains where the winter came in October and left in May. In each of them, every low-temperature case and every walk-in had, within the same twenty-minute window, begun a defrost cycle.
She knew what that meant physically before she let herself know what it meant otherwise. A freezer is not a cold box. It is a machine that manufactures cold continuously and leaks it continuously, and in the leaking, water vapor from the air freezes onto the evaporator coils until they wear a coat of ice that insulates them from the very thing they are supposed to chill. So several times a day, on a schedule, the machine does a strange, necessary thing: it stops making cold and heats its own coils, gently, just long enough to shed the ice, and then it goes back to work. A defrost cycle lasts perhaps forty minutes. The food barely notices. It is the freezer clearing its throat.
What the table showed her was fourteen stores in which the throat-clearing had not ended. Case after case had entered defrost and been held there, hour after hour, heaters running against loads of frozen chicken and ice cream and the small foil trays of the kind of meals young families buy when both parents work shifts. Held in defrost, a freezer becomes an oven set very low. By the time the morning crews unlocked the doors, the stores would smell like a thing that had died slowly.
She pulled the command history for the first store, the desert one, and read it twice.
The defrost commands had come from the head-end. From here. From the system she was sitting inside of, issued under a service account that existed to push schedules to remote controllers, timestamped in a neat cascade, one controller after another, each acknowledging receipt like a soldier repeating an order back.
The freezers had not failed. That was the thing she would spend the rest of the year trying to make other people understand. Nothing had broken. Every compressor, every valve, every heater and sensor and relay in fourteen stores had done precisely what it was told, and had told her so, and had kept doing it, because there was no one in the loop whose job it was to say that an order can be well-formed and still be wrong.
She sent the set points back down. She watched the acknowledgments come up. Then she did what the procedure said and called the duty officer, and while the phone rang she found she was thinking about her father, who had spent his working life in a field of missiles that were also never supposed to do anything, and who had once told her that the hardest part of his job was believing, every single day, that the enemy was there.
II. The Tract of Time
Teodor Ashby-Kane wrote findings for a living. The Field Office received events, and events were not incidents until someone with his signature block said so, and incidents were not attacks until someone considerably above his signature block said so, and the distance between those two thresholds was where most of the world's cyber conflict actually took place: not in the dark, as people liked to imagine, but in documents.
The commissary matter, which was how the tasking referred to it, as if the word freezer were beneath the dignity of the office, arrived with three ready-made explanations attached, the way such things always did, each carried by a faction that needed it to be true.
The first was that a vendor had pushed a bad update. It was the explanation preferred by everyone who had ever worked in operations, because it was the explanation that was usually correct. Somewhere a maintenance contractor had a change window, a script, a list of controllers, and a schedule template with a defrost duration field that someone had fat-fingered from minutes to hours, and the script had walked its list at three in the morning because that was when change windows were, and the only unusual thing about the night was that the list had been long.
The second was decay. The Provisioning Service ran a hundred and eighty-one stores on a maintenance budget that had not kept pace with anything. The controllers were old. The firmware was older. The remote monitoring had been sold to the Service a decade ago as a way to replace night technicians with a dashboard, and the dashboard had been dutifully staffed by people like Ines Marrow ever since, watching a system that no one alive had fully designed. In this telling, the freezers had done something stupid because they were stupid, and the fourteen stores were simply the ones whose equipment shared a birthday.
The third was the one nobody in the building would say into a phone. Seventeen days before the night of the fourteen stores, a security research group had published, with the vendor's cooperation and a patch already available, a detailed account of how the supervisory controllers used in commercial refrigeration could be entered without credentials and made to do whatever a technician could do, including hold a defrost cycle open for as long as the intruder liked. Ten days after that, five federal agencies had warned in a joint advisory that foreign actors were conducting persistent reconnaissance against internet-exposed industrial controllers in the food, water, energy, and manufacturing sectors, positioning for what the advisory called, with the flatness that such documents cultivate, future write operations. And on the morning of the fourteen stores, though no one could have known it when the freezers began to warm, the Justice Department announced that it had seized the infrastructure of a state-sponsored group that had spent eight years inside American networks, including the networks of agencies whose names people recognized.
Three facts in seventeen days, followed by fourteen stores. Ashby-Kane had been trained, expensively, to distrust exactly this feeling. A pattern is not an explanation. Coincidence is what a sufficiently large world produces every night. The people who saw shapes in timing were the same people who saw faces in wood grain, and the office had a name for the disease, which was analyst's convergence, and a cure for it, which was to write down, before you looked at anything else, what evidence would make you change your mind.
He wrote it down. Then he opened the logs the Cold Desk had sent over, and he found that they would not let him change his mind in either direction.
The commands had come from the head-end, under the schedule-push account, in a cascade. That was consistent with a bad script. It was also consistent with an intruder who had understood that the safest way to hurt a system is to give it an order it already knows how to obey, from a place it already trusts, in a format it will log without complaint. A bad script leaves a script. The vendor had no record of a change window. The contractor had no record of a change window. The account's session had originated from an address inside the Service's own network, which proved nothing, because that was where a competent stranger would want to appear to be. The affected stores shared a controller model, but so did most of the stores that had been fine. The unaffected stores had the patch. So did four of the affected ones.
He sat with this for a long time. It was, he thought, a nearly perfect object. Every fact in it was compatible with an accident. Every fact in it was compatible with an act. There was no fact that pointed only one way, and, he realized slowly, with the particular chill of a man recognizing the shape of a thing built on purpose, if someone had wanted to design an event that could never be called an attack, this is what they would have built.
Hobbes had a definition he had not thought about since a seminar twenty years earlier, and it came back to him now with the unwelcome clarity of a thing that has been waiting. War, Hobbes wrote, does not consist in battle only, or the act of fighting, but in a tract of time wherein the will to contend by battle is sufficiently known. The rest, he said, is peace. Ashby-Kane had always read that as a seventeenth-century flourish, a philosopher stretching a word for effect. He read it differently now. Hobbes was not saying that war is a feeling. He was saying that war is a fact about what is known, and that a world in which the will to hurt is sufficiently known is at war regardless of whether anyone that day was hurt.
The fourteen stores were not a battle. They were not even, on the evidence, an act. They were an adjustment to what was known. After that night, the Service knew that its freezers could be told to become ovens by someone who was not the Service, and knew that it could not prove this had happened, and knew that it could not prove it had not, and every one of those three kinds of knowing was going to be true tomorrow, and the day after, for as far ahead as anyone could see.
That was the tract of time. He was standing in it. So was everyone.
III. The Cold Her Father Kept
Ines's father had been a maintainer on a missile wing in the northern plains, and for twenty-two years he had driven out before dawn across land that looked like the surface of a colder planet to sites where, under a concrete lid, a machine waited to end the world on instruction. He called it keeping the cold. He never explained the phrase, and she had assumed as a girl that he meant the weather, which was the only enemy she ever saw him fight.
She understood it later, when she had her own machines that were never supposed to do anything. A deterrent is a strange object. Its purpose is to be believed. It is not built to be used; it is built to be known. And the labor of a deterrent, the actual daily work of it, is not the labor of using it but the labor of keeping it credible, which means keeping it cold: maintained, exercised, tested, funded, guarded, and above all believed in, by the people who keep it and the people it is pointed at, for a tract of time with no scheduled end.
Her father had once told her, on a night when he had had enough to drink to say something true, that the missiles' job was to never be used, and that therefore their job was never finished. There was no day on which a maintainer could say, we did it. There was only the next day's drive out into the cold. He had believed, sincerely, that this was the price of peace, and she had never been able to decide whether he had been right or whether he had simply been living inside the most expensive sentence Hobbes ever wrote.
Kant had seen the joke in it two centuries earlier. He opened his essay on perpetual peace with a Dutch innkeeper's sign, a painting of a graveyard under the words To Perpetual Peace, and he let the reader wonder whether the satire was aimed at humanity in general, or at the heads of state who never tire of war, or at the philosophers who dream sweetly of ending it. Kant's answer to the graveyard was not a treaty but a construction: republics, a federation, a hospitality that stops short of conquest, and a clause, the one that everyone forgets, that no state shall in wartime permit acts of hostility that would make mutual confidence impossible in a subsequent peace. Kant understood that the thing war destroys is not only bodies. It is the possibility of trust afterward. A war fought with poisoners and assassins and, he might have added, with orders issued from inside the other side's own trusted accounts, is a war that has spent the peace before it arrives.
She thought about this in the walk-in at the desert store, where she had driven because the Field Office wanted an engineer to walk the site and because she wanted to smell it. The thaw was three days old. The crews had hauled the product out to a refrigerated trailer and then to a landfill under seal, because spoiled food from a federal store was a regulated waste, and the boxes had left behind on the floor a slick of pinkish water that had frozen again when she restored the set points and now held the print of every boot that had crossed it. She stood on the ice made of the thaw and listened to the compressors, which sounded exactly as they always had, dutiful, uncomplaining, cold.
Clausewitz said that war is the continuation of policy by other means, and everyone quoted the sentence and almost nobody read the paragraph, in which he explains that this is precisely why war does not run away with itself: because it remains an instrument, because the political object sets the scale of the means. Ines had read the paragraph, in a night class, decades ago. What troubled her in the walk-in was that Clausewitz's assurance depended on the instrument being visible as an instrument. A cannon is a cannon. It announces its purpose. But a defrost command issued from a schedule-push account announced nothing. It was policy conducted by means that could be mistaken for weather. And a war whose means can be mistaken for weather is a war whose political object can never be read, which means it can never be answered, which means it can never end.
Her father had kept the cold against an enemy who wanted, at least, to be seen. The whole terrible arrangement had rested on both sides being visible to each other, each knowing what the other had and what it would do. The freezers had been thawed, if they had been thawed, by someone whose entire purpose was to not be seen, and whose entire message, if there was a message, was that they did not need to be.
IV. The Power to Hurt
They met in the parking lot of the coastal store, at Ashby-Kane's request, because the Field Office had an ethic about not conducting substantive conversations in rooms that had been built to record them. It was raining in the way that coast rains, sideways and without commitment. He had a folder. She had a thermos.
"I'm going to write undetermined," he said.
"I know."
"I want you to tell me why that's wrong."
"It isn't wrong. It's true. That's what makes it useless." She poured coffee into the thermos lid and did not offer him any, which he found he respected. "Do you know what a freezer does when it can't tell whether the coil is iced?"
"Defrosts on a schedule."
"Defrosts on a schedule. It doesn't wait to be sure. It acts on the assumption that ice is forming, because ice is always forming, and the cost of being wrong about that is small and the cost of waiting to be certain is a dead coil. That's the whole design philosophy. You don't need attribution to defrost a freezer."
"You need attribution to accuse a country of an act of war."
"Yes. And whoever did this, if anyone did this, knew that better than you do."
He had read Schelling on the drive up, not the whole book but the chapter everyone reads, the one that begins by distinguishing the power to hurt from the power to seize or hold. Brute force takes what it wants. The power to hurt is different; it is bargaining power, and it works by being withheld. It is most effective, Schelling argued, when it is latent, when the victim is made to understand what could happen and is left to do the arithmetic himself. The genius of the fourteen stores, if there was a genius, was that they hurt almost nothing. Some food. A few hundred thousand in write-offs across a budget line no one loved. No one was harmed. No mission was interrupted. And precisely because the injury was small, the demonstration was pure: it could not be mistaken for an attempt to seize or hold anything. It could only be a statement about reach.
"Suppose it's them," he said, and did not have to say who, because them was always the same people that year. "What are they saying?"
"That they can."
"That's not a message. That's a fact."
"It's the only message that survives deniability. Anything more specific gives you something to answer. This gives you nothing to answer and no one to answer it to. Think about what it does to you, Teodor. Not to the freezers. To you. Six months from now, when a pump at a water plant runs backward for an hour, or the lights on one runway go out during an approach, or a hospital's blood bank warms up for a night, what's your first thought going to be?"
He did not say anything.
"That's the weapon," she said. "Not the defrost. The first thought."
There was a book he had been made to read as a junior analyst, by a scholar who had argued, provocatively and for years, that cyber war would not take place, because nothing done through networks had yet met the old definition of war: it was not lethal, it was not clearly instrumental, and it was not clearly political, and so what people called cyber war was really three older things wearing a new coat, which were sabotage, espionage, and subversion. Ashby-Kane had found the argument bracing and had believed it for a decade. Standing in the rain, he found that it had not been refuted so much as outlived. The scholar had been right that this was not war in Clausewitz's sense. Ines was right that it was war in Hobbes's. The thing he was living inside of was a condition that another scholar had needed to invent a word for, and the word was unpeace: a state below the threshold of war and above the threshold of peace, in which the will to hurt is continuously demonstrated and never quite declared, and in which the great powers can remain formally at peace with one another forever, precisely because the harm is always small and never attributable.
Forever was the part that stayed with him. Wars in the old sense had the decency to end. They ended badly, often, and they ended in ways that planted the next one, but they had a shape, a before and after, a document with signatures. Unpeace had no shape. It was not a series of events but a temperature. You did not win it or lose it. You maintained it, the way her father had maintained the cold, and it maintained you.
"There's a version of this," he said slowly, "where nobody did anything. Where a contractor made a mistake and every fact I have is exactly what a mistake looks like, and I'm standing in a parking lot inventing an enemy because I'd rather be at war than be a man whose freezers are just old."
"Yes," Ines said. "There's that version. And here's the thing about it. It doesn't matter."
"It matters to me."
"It matters to your conscience. It doesn't matter to the tract of time. If nobody did this, then the next thing you have to accept is that nobody had to. That a mistake, a fat finger, a schedule template, could do the same work as an act of war and leave the same knowledge behind. That's worse. In that version we're at war with our own maintenance."
V. Defrost
The finding went up as undetermined, in the format the office used for undetermined findings, which was a format that had been refined over years into a thing of some beauty: three pages that said nothing while demonstrating that everything that could be looked at had been looked at. It was accepted without comment. Ashby-Kane understood, as he had understood since his second year, that undetermined was not a failure of the process but its product. An attack would have required a response, and a response would have required a decision about what the fourteen stores were worth, and no one above him wanted to own the answer to that question in either direction. Undetermined cost nothing. It was the only finding that did.
He began to see, after the finding, that his whole profession was a defrost cycle.
The image came from Ines, though she had not meant it the way he took it. A freezer accumulates ice because it works. The cold it makes freezes the air's moisture onto its own coils, and the ice is not a malfunction but the residue of function, and if the freezer never stopped to shed it the ice would eventually smother the very machinery that made the cold. So the machine periodically warms itself. It does a small harm to itself, on a schedule, to remain what it is.
A state at unpeace, he thought, was a machine that had learned to defrost continuously. Every small undetermined injury shed a little ice: a little trust, a little of the assumption that things would stay cold, a little of the peace that Kant said must survive the war in order for a subsequent peace to be possible. And every shedding was too small to be a war, and too ambiguous to be answered, and so the machine ran warm, forever, and called the warmth vigilance.
He did something then that he had never done in fourteen years. He wrote a second finding, for no one, on his own time, in his own words. It was not undetermined. It said that the event was consistent with a will to contend, sufficiently known. It did not name a country, because he could not. It did not claim an act, because he could not. It claimed only that a fact about the world had changed, and that the fact was this: that the Service's cold could be taken from it by an order it would obey, and that this was now known to the Service, and known to whoever had or had not issued the order, and that a world in which this is known on both sides is a different world from the one that existed before the night of the fourteen stores, whether or not anyone had meant to make it so.
He read it over and understood that it was not intelligence. It was testimony. It had the shape of a thing said by a person who had been changed, about the change, for the record.
He had heard, from a cousin who was involved in such things, of a movement that collected testimony of exactly this kind, first-person accounts of people whose work or sense of the world had been altered by the arrival of systems that acted at scale without anyone quite deciding they should. He had assumed it was a cult of the mildly disappointed. He looked it up now, at his kitchen table, and read a page about what they called signal convergence, which turned out to be a warning rather than a doctrine: that when the same pattern appears in several places at once, the disciplined response is neither to obey it as destiny nor to dismiss it as noise, but to record it, test it, ask who benefits from each interpretation, and decide deliberately. Pattern recognition without reality-testing becomes superstition, the page said. Reality-testing without pattern recognition becomes blindness.
He had spent fourteen years perfecting the second disease as a defense against the first. He sat with that for a long time too.
VI. The Ledger of Small Wars
Ines started the ledger in October, on paper, because she did not trust anything that could be told what to remember.
It was not a list of attacks. She was careful about that, in the way she was careful about everything. It was a list of undetermined events in systems that obeyed orders: the fourteen stores; a pumping station in a river town that had run its intake backward for fifty minutes in the small hours of a Tuesday and been found by a fisherman; a rail signal that had held a freight for two hours at a crossing in the middle of nowhere for reasons the railroad described as a software condition; a cold-storage warehouse belonging to no one important that had thawed, quietly, over a holiday weekend; a fire-suppression system in a data hall that had dumped its agent into an empty room. Each of them had a finding. Each finding was undetermined. Each was small enough to be an accident and shaped enough to be a message and none of them, taken alone, could be called anything at all.
Taken together they were not an argument either. She knew that. Five events in a country of millions of controllers was a rounding error, and she had read enough to know that a mind that had decided to see an enemy would see one in five events or fifty or one. What the ledger recorded was not an enemy. It was the tract of time itself: the fact that each of these things, whatever its cause, had left behind it a little more knowledge that the cold could be taken, and a little less confidence that it would not be, and a little more warmth in the machine.
Thucydides had the Athenians tell the Spartans, in the speech that started the long war, that they had been driven to empire by three things, fear, honor, and interest, and the historians had spent two thousand years arguing about the order. Ines thought the order did not matter and the number did. Three motives, none of which requires an enemy to exist in order to operate. Fear does its work whether the freezers were thawed by a man or a template. Honor demands a response to an insult that may not have been given. Interest finds, in every undetermined event, a budget line. The Athenians were not describing why wars start. They were describing why a condition of readiness, once entered, is so hard to leave: because the motives that sustain it are internal, and the enemy is optional.
She wrote that in the margin of the ledger, in pencil, and then she wrote her father's phrase under it, keeping the cold, and looked at the two together for a while.
The thing she had not been able to say to Ashby-Kane in the parking lot, because she had not had the words yet, was this. Her father's cold had been terrible but it had been honest. Both sides kept it. Both sides knew it was kept. The knowledge ran in both directions and so it could, in principle, be negotiated, reduced, ended; it was a shared fact, and shared facts are the only kind that treaties can be written about. The new cold was not shared. It was known on one side as a capability and on the other side as a suspicion, and there is no document that can be signed between a capability and a suspicion. That was why it could not end. Not because the adversary was implacable, if there was an adversary, but because the structure of the knowledge was asymmetric, and asymmetric knowledge cannot be settled, only maintained.
She thought there were only two ways out of that, and neither of them was the Field Office's business.
The first was to make the knowledge symmetric again: to see, and to be seen to see. Not attribution in the legal sense, which the structure had been designed to defeat, but the older kind, the kind her father's enemy had extended as a courtesy, by being visible. She did not know how a country did that. She knew how a freezer did it. You put a technician in the loop. You built a place where an order that was well-formed could still be refused by a person who understood what it would do, and you paid that person, and you did not replace them with a dashboard, because the dashboard could not be suspicious and suspicion was now the only thing standing between the cold and the thaw.
The second was harder, and she did not fully believe in it, and she wrote it down anyway because a ledger that only recorded what you believed was a diary. It was to refuse the tract of time. To decide that the will to contend, however sufficiently known, was not going to be permitted to define the peace; that a freezer thawed by an unknown hand was a freezer thawed, and nothing more, and that the country would repair it and eat the loss and decline, on purpose, to be changed. Kant had wanted something like this, she thought, though he had dressed it in the language of law. He had wanted a peace that was not the absence of war but a construction, made and maintained on purpose, so that the tract of time would have to run through something built to survive it.
She did not think her country could do the second thing. She thought it might be able to do the first. She thought the whole difference between a civilization and a machine was whether, at three in the morning, there was someone in the loop who could say no.
VII. Set Point, Again
In December the Service replaced the remote monitoring contract. The new vendor's system was, the briefing said, more secure, and it was, in the sense that it had fewer of the particular holes that had been published in August, and it was also, Ines noted, more remote, because it consolidated the Cold Desk's functions into a regional center in a state she had never visited, and reduced the night staffing at the desk from one engineer to a rotation of contractors who monitored, from the same screens, the refrigeration of six agencies at once.
She was offered a transfer and declined it, and stayed, on a downgraded position, at the desert store, where she had stood on the ice made of the thaw. The store had a small local panel that the head-end could override but that could also, if a technician stood in front of it with a key, override the head-end. She spent an afternoon learning where the key was kept. Then she spent a week teaching the two morning clerks what a defrost cycle was, and how long one should last, and what it smelled like when one had not ended, because she had come to believe that the most important security control in any system was a person who would notice that something was warm.
Ashby-Kane sent her his second finding, the one for no one, by post, in an envelope with no return address, which she understood to be a joke and also not a joke. She read it at her kitchen table. It was, she thought, the truest document to come out of the whole affair, and it would never appear in any file, and she put it in the ledger, folded once, as an exhibit.
He had added a line at the end, in pen, under his signature. She recognized it, after a moment, and could not have said from where. It was a sentence she had been seeing for a year in places it had no business being, in the footer of a maintenance bulletin, on the receipt from a vending machine, in the mouth of a clerk who had said it the way you say take care. She had assumed it was an advertisement for something. She still did not know who had written it, and she had stopped, she realized, expecting that anyone had.

She was learning, she supposed. So was the machine. So was whoever, if anyone, had told fourteen stores to warm. The tract of time was long and had no scheduled end, and every party to it was studying the others' responses and adjusting, and calling the adjustment readiness, and the readiness would need to be kept, forever, like the cold.
She went out to the walk-in before she left that night, as she always did now, and stood in it for a minute with the door shut. The compressors ran. The coils were coated with a fine, even frost, the residue of function, exactly as much ice as a day's cold makes. In forty minutes the schedule would warm them, gently, and shed it, and the cold would resume. That was the design. A small harm, on purpose, on a schedule, to remain what you are. The whole trick was in the ending. A defrost was only a defrost if it ended.
She checked the schedule on the local panel. Forty minutes. She checked it again. Then she went home, in a country that had begun, without anyone deciding it should, to warm itself for its own protection, and that had not yet decided when the cycle would end, and that had, in fourteen stores and a few hundred thousand dollars of thawed groceries, been shown that the question was no longer entirely its own to decide.
Peace, her father would have said, is a temperature you keep paying for. She thought he was right about the paying. She was no longer sure anyone had ever agreed on the temperature.

The advisory the analyst remembers is the joint CISA/NSA/FBI/DOE/EPA advisory AA26-231A of August 19, 2026, on active reconnaissance against internet-exposed programmable logic controllers, and the seizure is the Justice Department announcement of August 26, 2026. The controllers, the Provisioning Service, the Cold Desk, the contract, and every event in the ledger of Part VI are inventions and are not claims about any real system, vendor, or investigation.
